Co-financing and Delegated Co-operation

Members try to implement delegated Co-operation and sharing of tasks or harmonised approaches in their commonly financed operations, for a greater efficiency and in the spirit of the Paris Declaration.

Delegated cooperation with the European Commission

 

The financial instruments for 2007-2013, the new EC budget financial regulation and the financial regulation of the 10th EDF (2008-2013) have opened the possibility for EuropeAid to enter into delegated cooperation with Member States or their implementing Agencies, in conformity with the principles of the Paris Declaration on aid effectiveness and the Accra Agenda for Action...

EuropeAid can receive and implement funds from any European aid actor. In turn, the condition for agencies or ministries to receive funds and implement programmes on behalf of EuropeAid is to receive a certification, subject to an external audit to assess the compliance of their operating procedures with the EC financial regulations. So far, the following organisations have received the "euro-certification": ADA, AFD, BTC-CTB (Belgium), GTZ, KfW, SONA

Co-financing within European Trust Funds

 

The EU-Africa Infrastructure Trust Fund (ITF), launched in April 2007 with contributions from the European Development Fund (EDF) and from Member States, and the Neighbourhood Investment Facility (NIF), launched in November 2008 with contributions from the European Neighbourhood and Partnership Instrument and from Member States, are instruments which facilitate co-financing and division of labour between European development banks and agencies and the European Commission.

In both cases, projects generally financed by European development financial institutions. Some of the preparatory work is generally carried out by a lead institution for the account of the other financiers. After identification and appraisal, each project is discussed within the group of eligible financial institutions, before they are presented to the management committee of the fund/facility.

These instruments also allow for an appropriate combination of loans and grants, according to the needs of the relevant project or sector. 

 

Co-financing between financial institutions

Some bilateral development organisations, such as AFD and KfW, have already gathered some experience of co-financing and delegated co-operation. Together with the EIB, they are also in the move of further improving exchange of information and mutual recognition of procedures.
