The Thematic Group

The objective of the Thematic Group on Climate Change, Energy Efficiency and Renewable Energies (WG CC, EE&RE) is to analyse and elaborate on how to better mainstream climate change aspects within the development agenda, with a focus on projects in the field of energy efficiency and renewable energies (EE & RE). Concepts, experiences and best practice examples will be shared and discussed, and possibilities of better communication, coordination and cooperation will be identified.

The Thematic Group promotes the exchange of experience, directly between the members, and also provide information and support to other practitioners within the Network. The Thematic Group has its working scope within the UN Framework Convention on Climate Change, the Kyoto Protocol and the flexible instruments, in combination with the European Commission’s initiative on Emissions.

This European Union focus on Climate Change and Energy creates a renewed space for reflection among the European Donor community and, plus, sets an excellent chance for the implication of less experienced donors from the recent EU member states.

The Objectives & Activities

  • To exchange experience on how to integrate climate change mitigation aspects into the development agenda;
  • To exchange experience on how to optimize the impact of ODA interventions in the field of EE & RE (also includes transportation, end-use, cross-sectional, etc. not included is adaptation) on climate change mitigation and development.

In this context, the TG will initially focus on the following critical issues:

  • The question of methodologies and adequate indicators for selection, monitoring and evaluation of climate change mitigation projects in the field of energy;
  • The impact of ODA interventions on partner countries’ energy mix, e.g. funding of fossil versus renewable energy power generation projects;
  • The possible impact of bio fuel projects on climate change mitigation.
