Division of Labour and Modes of Delivery

Objective

The objective of the Thematic Group is to exploit ways to promote and implement a coordinated approach between aid practitioners through division of labour and complementarity. The European Union has created a framework for Agencies and Administrations to come together and work in a joint, coordinated and synergetic manner.

This initiative was facilitated by the new steps taken by the European Union. Namely, the possibility for co-financing and delegation of tasks within the 10th European Development Fund; the promotion of joint-programming and elaboration of EU donors’ roadmaps; the intensification of trust funds; and, finally, the Code of Conduct on Complementarity and Division of Labour in Development Policy.

The Thematic Group wants to develop effective task sharing among donors within concrete operations. By promoting e.g. the exchange of information, the working group supports a harmonised and coordinated understanding of the concept and the preparation of division of labour. It will also develop instruments to facilitate its implementation in the field. Furthermore, the working group will examine diverse aid modalities, products and beneficiaries, as well as the possibilities of coordination with other aid actors such as global funds, foundations or emerging donors.

Scope

  •  Division of labour and sharing of tasks in various domains: country, sector, products, and in the course of the project cycle: identification, due diligence, implementation, evaluation etc.
  • Modalities of division of labour (sector coordination, lead function, best practices, harmonisation or mutual recognition of procedures etc.)
  • Complementarity of products (loans/grants) and aid modalities (SWAPs, budget support, basket, pooling, trust funds...)
  • Complementarity and division of labour with other aid actors
  • Specific treatment of fragile states, neglected countries (“aid orphans”)
