In line with the principles of Paris and Accra and with the European Code of Conduct on Division of Labour, EuropeAid is promoting Joint Monitoring of projects or programs. To this end, EuropeAid invited a number of practitioners to assess and discuss common interests, as well as the convenience and feasibility of setting up a Joint Monitoring System.
The main conclusions of the 1 1/2-day seminar held in Brussels on 19-20 January 2009 were that :
1. There is an in principle interest in joint monitoring (but not necessarily of a "joint system")
2. But there is a need for clarification, in particularly of what is meant and what we want by "joint" - with the Partner Governments (alignment) and/or between us (harmonisation) -, how to do it (delegated monitoring would also be an option, and in line with the principles of division of labour) and what we want to monitor (projects / sector programs / budget support)
3. We must not reinvent the wheel and we should build on what already exists in terms of systems / experiences / indicators (OECD, Paris Declaration)
4. One of the priorities will be to identify the incentives and obstacles to Joint Monitoring
As a results, the next steps are principally to :
- Establish an inventory of existing Managemenf for Development Result initiatives & tools, as well as of joint experiences
- Identify Partner Governments' position and expectations with regard to joint monitoring of projects and programs.
